Canadian National Packaging Protocol
(NAPP) Targets
The National Packaging Task Force developed the National Packaging Protocol (NAPP) which was endorsed by the Canadian Council of Ministers of the Environment in 1990. The protocol gives priority to the management of packaging through source reduction, reuse and recycling and in the following hierarchy:
The protocol set packaging targets for diversion of waste from disposal as follows*:
* 50% of these diversions were to be achieved through new source reduction and new reuse initiatives. Recycling programs shall make up the remainder of these diversions.
